Conclusion:
Cartoon strike runs well in PlayOnLinux on my GeForce GTX 1060. This is a low poly cartoonish game, so it might run well on any laptop or netbook, but may require adjusting some of the graphics settings. There was no on online while I was testing, so I hosted my own game with bots. but there is a browser-based version of the game here: https://gameflare.itch.io/cartoon-strike
It runs well in Linux Chrome and you may find other players online
