Conclusion:
I was unable to successfully run Outpost Glacier with stable Wine and Wine staging. There was always an error about faudio and xaudio1_7. I even tried adding those overrides in Wine Configure, but it still wouldn't run. After testing with GloriousEggRolls Proton fork, it ran perfectly! Performance was decent on my GeForce GTX 1060 and its actually a pretty fun game. Note: I died a few times because I didn't know to use the shovel for creating snowballs to eat.

Outpost Glacier is an amazing indie game! I was surprised how polished it is and interactive. Even the snow is interactive as you can shovel it, walk through it and creatures make paths in it.

You go to try this one!

So, do we need to use this game in order to install proton and where did the linux_amd folder come from? Was that created by the installation? Of the game? Will it still work if I am on intel based hardware and not AMD? Can I uninstall the game afterwards?

No, you can install proton and use it for whatever game you are trying to play. I was just using this guide as an example. Follow the DXVK and Proton (GloriousEggRoll) steps for your Virtual Drive in PlayOnLinux. Then you can use this version of Proton for any game.
It mostly just downloading the files and copying them to the PlayOnLinux Wine directory.
Proton is not created by any installation of a game because its not readily available within PlayOnLinux. Its basically a hack.
It will work on Nvidia, AMD and Intel as long as your video card/chip supports Vulkan.
